Reinstall not able to get past adding appliance

I had to replace a hard drive on a self built Untangle box. Reinstalled same version of NG Firewall, but cannot get past setup. Appliance remains "offline" even though I can log into the account associated with the appliance, from the appliance. If I reboot it just cycles back to the setup wizard. Any help would be appreciated.

What version was installed?

Initially 16.3.2, then I tried 16.6.2. Same problems both times. I could login to account from the appliance, could even browse to other sites, but could do no further configuration of unit and reboot brought me back to square one.

I might also note that this appliance (self built) was initially installed in 2017 before Arista, and was subsequently updated to 16.3.2 in July of 2021, also before arista, I believe.

No releases previous to 16.5.2 will connect to ETM (previously called Command Center) due to older versions have an expired key. One must complete the setup on ETM to set the setup wizard complete flag. Otherwise it will show the setup wizard on new login.
