You can create implicit deny by adding a block all rule at the bottom of the rules in Firewall app for Layer 7 and another at the bottom of Config -> Filter Rules for Layer 3 to block all.

Yep, as JCoffin said the firewall does what you tell it to do. And by default it blocks nothing. So if you want to to block things, you must configure it to do so.
