Your first screenshot is normal, yes. Those rules are enabled by the system itself, based on the amount of physical RAM available.

The second is not. I recommend contacting the Support team at [email protected]. Include your full 16-character UID (found in Config > About) and make sure that Support access is enabled in Config > System > Support.
