Question about OpenVPN

I have two questions about OpenVPN:

1) Is there anyway to limit/throttle the connection speed of users surfing the Internet via the VPN?

2) Will OpenVPN's log files be able to identify what websites a particular user accessed?

1.) Is a moot question as you cannot use the VPN that way with UT.
2.) Again.. moot

No gateway is assigned to the VPN client. They may access the networks that are specifically exported. This isn't inclusive of the internet.
