websites bypass by VPN issue

I am using untangle for the past few years but now I need to allow a few users a VPN. The issue which I face is, users can easily bypass the policies e.g social media blockage, YouTube etc. please help me out that what should I apply The user can use a VPN but cannot bypass the policies which I configure.
