What is the difference between the first line for Strength Value vs the line for Super Spam Threshold?

I guess I didn't ask my question very well. I have no clue what the difference is between "Strength Value" and "Spam Threshold" nor how either setting effects spam.
Lets say for example the Strength Value is set to 5 and the Super Spam Threshold is 200. What do those setting do?Comment
