learning TP and need some advice.

I have a server that runs my dvr and I need it to allow remote traffic on port 8089. Is it safer to create a rule for the port in TP or is it standard to make the IP of the server safe? I already have the port forwarded but TP is keeping the outside traffic from getting to my server.

As I am learning as I go, any help is greatly appreciated!
