Tunnel VPN is routing all traffic through VPN

By default when I enable Tunnel VPN everything gets routed through the vpn. Is there a way to change the default behavior so everything is routed normally except the traffic I create a rule for. All I want is for some traffic to go through the vpn from a specific device.
